Answer

In the name of Allāh, Most Gracious, Most Merciful

Assalāmu ῾alaykum wa Rahmatullāhi Wabarakātuh

If a girl experiences any one of the following scenarios, only then can she regard herself to have attained puberty:

a)       When she experiences her first menses, or wet dream.

b)     Becomes pregnant, or

c)      Alternatively when she reaches the age of fifteen.

(Radd ul Muhtār, Vol.6. Pg.153-154, H.M Saeed)[1]

(Al Hidāyah, Vol. 3, Pg. 357-358, Ilmiyyah)

There are three types of fluids that emit from the private part besides urine.

a)      Mani-Sperm: A white thick fluid which emits at the time of ones desire being fulfilled. This necessitates a bath.

b)     Mazi-Pre-coital fluid: A clear thin fluid which emits due to sexual arousal. This necessitates wudhu.

c)      Wadi-Liquid that precedes urine: This necessitates wudhu.

(Bahishti Zewar, Pg .79, Zam Zam)

And Allāh Ta῾āla Knows Best
Wassalāmu ῾alaykum
