Assalāmu ῾alaykum wa Rahmatullāhi Wabarakātuh
In principle, it is not permissible for a man or woman to masturbate/self stimulate themselves. This is substantiated by clear juristic texts cited in various books. However, if a husband desires his wife to masturbate him, it will be permissible despite it still being regarded as an undesirable act.

[1] الِاسْتِمْنَاءُ حَرَامٌ وَفِيهِ التَّعْزِيرُ وَلَوْ مَكَّنَ امْرَأَتَهُ أو أَمَتَهُ من الْعَبَثِ بِذَكَرِهِ فَأَنْزَلَ فإنه مَكْرُوهٌ وَلَا شَيْءَ عليه (فصل في التعزير,170\2 ,هندية)
[2] فَرْعٌ ] فِي الْجَوْهَرَةِ : الِاسْتِمْنَاءُ حَرَامٌ ، وَفِيهِ التَّعْزِيرُ .وَلَوْ مَكَّنَ امْرَأَتَهُ أَوْ أَمَتَهُ مِنْ الْعَبَثِ بِذَكَرِهِ فَأَنْزَلَ كُرِهَ وَلَا شَيْءَ عَلَيْهِ
(الشَّرْحُ) ( قَوْلُهُ الِاسْتِمْنَاءُ حَرَامٌ ) أَيْ بِالْكَفِّ إذَا كَانَ لِاسْتِجْلَابِ الشَّهْوَةِ ، أَمَّا إذَا غَلَبَتْهُ الشَّهْوَةُ وَلَيْسَ لَهُ زَوْجَةٌ وَلَا أَمَةٌ فَفَعَلَ ذَلِكَ لِتَسْكِينِهَا فَالرَّجَاءُ أَنَّهُ لَا وَبَالَ عَلَيْهِ كَمَا قَالَهُ أَبُو اللَّيْثِ ، وَيَجِبُ لَوْ خَافَ الزِّنَا ( قَوْلُهُ كُرِهَ ) الظَّاهِرُ أَنَّهَا كَرَاهَةُ تَنْزِيهٍ ؛ لِأَنَّ ذَلِكَ بِمَنْزِلَةِ مَا لَوْ أَنْزَلَ بِتَفْخِيذٍ أَوْ تَبْطِينٍ تَأَمَّلْ وَقَدَّمْنَا عَنْ الْمِعْرَاجِ فِي بَابِ مُفْسِدَاتِ الصَّوْمِ : يَجُوزُ أَنْ يَسْتَمْنِيَ بِيَدِ زَوْجَتِهِ أَوْ خَادِمَتِهِ ، وَانْظُرْ مَا كَتَبْنَاهُ هُنَاكَ ( قَوْلُهُ وَلَا شَيْءَ عَلَيْهِ ) أَيْ مِنْ حَدٍّ وَتَعْزِيرٍ ، وَكَذَا مِنْ إثْمٍ عَلَى مَا قُلْنَاهُ (رد المحتار,مطلب في حكم اللواطة, 27\4)
