Question

What is the rule for a man who is in love with 2 women and having both women as a wife is not an option. He has been muslim for over 20 years but the women are both new to islam. He has lived with one for many years and they still live together. He states he loves her and wants to be with her but he was cheating with the other for 2 years (she was muslim first) and they are engaged. Yet he has minimal contact with her.  What are the steps that should be followed in this situation
